H.R. 645 would establish emergency detainment centers for Americans in time of a national emergency. The bill has been introduced by Representative Alcee Hastings of Florida in more than one Congress. Mr. Hastings is the defrocked U.S. District Judge from the Southern District of Florida who was convicted of taking $150,000 in bribe money from convicted racketeers while on the bench and adjudicating their trial. When he was impeached and convicted by the Congress, he was allowed to keep his civil right to hold public office.
