Model legislation drafted by The Tenth Amendment Center would make it unnecessary to interfere with the affairs of adjacent states or to seek their approval - or that of the federal government.
The notion is not only entirely practical, it was anticipated by the framers of the U.S. Constitution, who foresaw a need for just such a mechanism by which to guarantee the sovereignty of the individual states in order to get their approval for ratification of the Constitution.
