Justice readies first-ever study of federal pardons

Washington – Prompted by an in-depth investigative report by ProPublica.org and 'The Washington Post' that found white people are four times more likely to receive Presidential pardons, the Department of Justice has solicited bids to study the process.

Such factors as age, education and the severity of the crime will be studied. The government, however, intends to study such criteria as remorse. The on-line investigative journalism publisher said it is “unclear” just how the government intends to gauge such subjective criteria as remorse.
