Waco – As it turns out, financing the exploitation of human misery as a marketable commodity is driving the deal when it comes to McLennan County's expenses, if not its guesswork budget.

As the Commissioners Court goes into a crucial phase – a change in leadership by appointment – voters are left wondering at the typical hurry up and wait routine made so familiar over the years.

County Judge Jim Lewis has resigned, but he wants to see his replacement named by this coming Thursday and be active in the vote to approve the appointment before he leaves office on the last day of September.
